Reduced Pollution Certification - RHA Disappointed at Final Decision

Following industry discussions with the Department for Transport with regards to the introduction of the Euro-V Reduced Pollution Scheme, the following statement has been released by the Department for Transport.

From 1 October this year , Reduced Pollution Certificates will be available to heavy goods vehicles and buses that attain the full Euro-V standard, and meet both the on board diagnostic (OBD) and torque control (depowering) requirements, up to the end of September 2009.

The current regime will apply as regards the VED discount (up to £500 per annum) and annual testing. In addition, retrofitted vehicles will be eligible but will require a certificate of compliance issued by the holder of the engine emissions approval.

In taking this decision, we have given careful consideration to the concerns raised from those companies that will not benefit from this scheme although they have already purchased Euro-V vehicles.

The Road Haulage Association is extremely disappointed at this decision.

"The Chancellor said in his Spring 2006 Budget that he would consider an RPC for Euro-V vehicles," said RHA Head of Technical Services, Steve Biddle. 

"Those hauliers who have already financed vehicles meeting the lower emission levels of Euro-V in advance of 1 October 2007, have not only paid a premium for the new Euro-V vehicles, they will not benefit from the £500 per annum VED reduction. In affect this could result in an addition loss of £4000 on a vehicle with an 8 year life."
